Health And Care Act
In July 2022, after amendments to the Health and Care Act, 42 Integrated Care Systems were introduced across England, replacing the Clinical Commissioning Groups with Integrated Care Boards and combining the commissioning functions of the CCGS with some functions of NHS England. These amendments also moved the voluntary coalitions of NHS providers, local authorities and voluntary sector partners on to a statutory footing.
In the Hampshire and Isle of Wight area, 4 Placed-based partnerships (Hampshire, Isle of Wight, Portsmouth and Southampton) came together to form the Hampshire and Isle of Wight ICB (HIOW ICB), delegating local decision making to the area’s NHS Trusts.
Each ICB is also required to establish an Integrated Care Partnership with the local authorities and representatives from health, social care, public health, the voluntary and independent sectors. The ICP will be required to develop a strategy to address the health, social care and public health needs of its System.
Voluntary Sector Alliance (HIVCA)
Each ICP has been tasked with forming a collaboration with the Voluntary Sector in their area. The HIOW ICP has decided to fund a Voluntary Sector Alliance (called HIVCA) which will integrate Voluntary Sector groups and organisations with the Integrate Care System.
Action Hampshire, another CVS organisation like Community Action IW, has been chosen as the convenor for this Alliance. They are actively seeking membership from Hampshire and Isle of Wight voluntary groups and organisations, and have a number of representative roles on the Alliance’s Leadership Committee. Community Action Voluntary Sector Health Partnership Officer
Sandy Belfitt joined Community Action IW in November 2022 as the Voluntary Sector Health Partnerships Officer. This was a new role in response to the establishment of the HIOW ICB and ICP. Sandy’s role is to support operational and strategic partnership working between voluntary sector organisations and the NHS and other public sector partners working on the delivery of Integrated Care System aims and objectives.
